SUBJECT: Staff Environmental Management Team Terms of Reference
RECOMMENDATION:
THAT the Terms of Reference for the City of Burlington Staff Environmental Management Team, a copy of which is attached to this report, be approved.
REPORT:
Future Focus commits the City to having a corporate Environmental Management Plan in place in the short term. An Environmental Management Plan is a framework document which sets out a mission statement and objectives for providing continuous improvement in: the environmental quality of the City; the environmental performance of the City in delivering services and, making strategic, environmentally sound decisions.
A staff team is required to prepare the Environmental Management Plan and to lead, oversee, coordinate and integrate the environmental performance improvement initiatives of individual City departments. Terms of Reference for a staff Environmental Management Team are attached for consideration and approval. The Terms were drafted with input from the Sustainable Development Committee.
The Team will consist of 11 staff from 7 City departments plus the BCDC and the Sustainable Development Committee. The first Chair is Mike Hall, Director of Planning and it is expected that other City staff will lead the Team in the future. Recruitment is underway for a City Environmental Coordinator who will be a member of the Environmental Management Team as well.
Among the first actions of the Environmental Management Team will be to develop terms of reference and work plan for the Environmental Management Plan. In developing the terms of reference the Team will use the excellent State of Environment Report, 1998 as a form of gap analysis to focus corporate environmental improvement actions. In addition, the Guideline for Sustainable Community Decision-making drafted by the Sustainable Development Committee will be integrated with the Environmental Management Plan and included in public consultation and outreach initiatives.
CONCLUSION:
Staff recommend that the Terms of Reference for a City Staff Environmental Management Team, attached to this report, be approved.
