Bousfields Inc. has made applications on behalf of the landowners to amend the Official Plan and Zoning Bylaw for the lands located at 2083 (Old) Lakeshore Rd. The File Reference Numbers are 505-02/25 and 520-03/25.
Description of Proposed Development
These applications will permit a 27-storey mixed use building on the subject property. The proposed development includes 418m² of non-residential uses on the ground and second floor, as well as a mix of one-, two- and three-bedroom residential units resulting in a total of 196 residential units. A total of 4,080.63 m² of amenity space (indoor and outdoor) is proposed.
Vehicular access is proposed from Old Lakeshore Road with one driveway access from the east of the subject property. A total of 210 parking spaces are provided within 5-levels of underground parking.

Description of the Proposed Amendment
The City of Burlington Official Plan (1997), as amended, designates the subject property as ‘Downtown Mixed-Use Centre – Old Lakeshore Road Mixed Use Precinct’ which permits high-density apartment residential uses, retail, service commercial, office and administration uses, entertainment, recreation, hospitality and community facilities with a maximum building height of 10 storeys. Tall buildings may be permitted up to a maximum of 15 storeys subject to site specific policies of the Official Plan.
The site is zoned as ‘Downtown Old Lakeshore Road’ (DLA) which may permit a broad range of retail and service commercial uses, office, community, hospitality, entertainment and recreation uses, dwelling units in a commercial/office building, apartment building and retirement with a maximum building height of 10 storeys and FAR of 4.5:1.
The applicant is proposing to amend the Official Plan (1997) by creating a site specific ‘‘Downtown Mixed Use Centre – Old Lakeshore Road Mixed Use Precinct” designation to permit a maximum building height of 27 storeys plus mechanical penthouse, a maximum density of 990 units per hectare and a minimum of 400 square metres of non-residential gross floor area.
The applicant is proposing to amend the Zoning By-law by creating a new site-specific exception (DLA-XXX) that permits development with a maximum Floor Area Ratio of 11:1, maximum building height of 27 storeys plus the mechanical penthouse, reduced setbacks and reduced parking rate.
