Design Plan Services Inc. has made an application on behalf of Better Life Living to amend the Official Plan and Zoning Bylaw for the lands located at 4103 Palladium Way. The File Reference Numbers are 505-08/24 & 520-15/24.
Description of Proposed Development
The application proposes to amend the subject lands Official Plan and Zoning By-law to facilitate an 8-storey Retirement Home and a previously approved 5-storey Long Term Care Facility. The development proposal includes two additional storeys resulting in 8-storeys, 32 additional units and an increased Floor Area Ratio (FAR) of 2.03:1 for the previously approved 6-storey Retirement Home as well as a reduced off-street parking of 235 parking spaces.

Proposed Amendments
The City of Burlington Official Plan (1997), as amended, designates the subject property as ‘Business Corridor’ with site specific policies. This designation permits a wide range of employment uses such as office and industrial uses as well as a limited range of retail, service commercial and recreation uses. The property contains site-specific policy 134 which further permits a Long-Term Care Facility and Retirement Home building to a Floor Area Ratio (FAR) of 1.82:1.
The City’s new Official Plan (2020, subject to appeals) designates the property as ‘Business Corridor’. This designation permits a wide range of employment uses and ancillary employment uses as well as a limited range of accessory retail, a full range of accessory service commercial, a limited range of recreation uses.
The City’s Zoning Bylaw zones the subject property as ‘BC1-505’ (Business Corridor with site exception 505). The BC1 zone permits for a wide range of employment uses including office, industrial, hospitality, automotive as well as limited retail, service commercial and recreation uses. Site exception 505 permits for additional uses including a 5-storey Long-Term Care Facility and a 6-storey Retirement Home as well as related accessory uses such as a Day Care Centre, Medical Clinic (with accessory Pharmacy), and convenience restaurant.
The applicant proposes to amend the existing Official Plan site-specific policy 134 and Zoning exception 505 to facilitate increase height for the Retirement Home building of 8-storeys, a Floor Area Ratio (FAR) of 2.03:1 and a reduced off-street parking rate for the Retirement Home use of 0.53 spaces per unit.
