The city collects Development Charges in order to provide services such as transportation, storm drainage, growth studies, parks and recreation, library, transit and fire.
Burlington City Council passed Bylaw 46-2014 on June 9, 2014 under the Development Charges Act, 1997 (DCA) and it came into effect on July 1, 2014. The act and associated regulations require that a Development Charges (DC) bylaw expires five years after the day it comes into force, unless it specifies an earlier expiry date or is repealed sooner. The City of Burlington’s current DC byaw (Bylaw 46-2014) will expire on July 1, 2019. As a result, a new bylaw must be enacted prior to this date. The City of Burlington is in the process of updating Development Charges in accordance with the legislation.

In accordance with the Development Charges Act, 1997 and Bylaw 46-2014, the city's development charge rates will be adjusted annually on April 1.

As such, the City of Burlington's By-law 49-2009 expired on July 1, 2014 and the new By-law 46-2014 came into effect. Treasurer's Statement |
Every year, the Treasurer is required to provide the annual development charges reserve fund statement. The statement includes a description of services, beginning balances, ending balances and all financial transactions during the year for each fund. The statement also discloses the credits related to each fund and the detailed financing of each project where reserve funds were used as a financing source. The statement is given to the Minister of Municipal Affairs and Housing within 60 days of giving it to Council.
