The City of Burlington has initiated a Municipal Class Environmental Assessment (Class EA) to address road improvements on King Road from 50 metres north of the North Service Road to the Escarpment crossing. The study area contains a number of sensitive natural areas that will need to be considered to ensure that any potential environmental impact is minimized as a result of the anticipated roadway improvements.
This notice signals the commencement of the Class EA, a study which will build on the previous work conducted as part of the King Road Technical Feasibility Study and determine a preferred solution in consultation with the City of Burlington, regulatory agencies and the public. The study is being conducted in compliance with Schedule A+ of the Municipal Class Environmental Assessment (October 2000, as amended in 2007 & 2011), which is approved under the Ontario Environmental Assessment Act.
King Road provides a north-south link between North Service Road in the City of Burlington and the Community of Waterdown in the City of Hamilton. In 2008, King Road and Waterdown Road (to the west) were the subject of the Waterdown Aldershot Transportation Master Plan study. This study concluded that capacity improvements would be required within the Waterdown Road corridor.
No capacity improvements were identified for King Road as part of the study, but it was acknowledged that a potential for minor traffic growth could lead to safety concerns on King Road as a result of deteriorating pavement conditions and poor roadway geometrics. In 2009, the King Road Technical Feasibility Study was initiated to explore a range of options for improving King Road. The study determined that the preferred alternative was to rehabilitate the existing roadway.
Public and review agency consultation is a key element of the Class EA process, and input will be sought from various parties throughout this study. At this time, it is anticipated that one Public Information Centre (PIC) will be conducted to solicit public input for this study. A public meeting was held in February 2014. Upon completion of this study, a comprehensive project file report will be prepared and placed on the public record for a 30-day review period. The document will detail the planning process and the preferred alternative, including how public and agency input was received. A notice of completion will be issued at that stage.
The public will be notified through web notices, advertisements in the local newspapers and mail outs regarding the PIC. The PIC will provide an opportunity for the public to review the preferred alternative, provide comments, and discuss concerns and issues with representatives from the project team. Comments received from the public will be considered in the preparation of the project fle. With the exception of personal information, all comments will become part of the public record.
