The City of Burlington is now able to digitally review and finalize decisions for all types of development applications.
While City Hall remains closed to the public due to COVID19, our virtual services are open for business and we are ready for the future beyond the current State of Emergency.
The City of Burlington provides information and guidance on several different development application processes:
Beginning Jan. 1, 2020, new development applications requesting an Official Plan Amendment, Rezoning, Subdivision, Site Plan, or Minor Variance and Consent will be required to follow the pre-consultation process, outlined below, prior to submitting a formal development application.
Steps for Pre-consultation Submission – New for January 2020
Pre-consultation submission will consist, at a minimum, of:
Once the pre-consultation submission is received by City staff, a pre-consultation meeting between City staff and the applicant will be scheduled. Pre-consultation meetings take place on Wednesdays at Burlington City Hall at 426 Brant St.
A minimum of three weeks will be provided, between the submission of the pre-consultation materials and the meeting, to allow City staff time to circulate the submission materials to departments and agencies for their comments.
Applicants will be contacted directly with the date and time of their pre-consultation meeting with City staff once it has been determined.

Please note: The pre-application fee will be credited to the corresponding development application, provided it is submitted within one year of the pre-application meeting date.
Development applications that are substantially different from the application presented during the pre-consultation meeting will not be credited and a new pre-consultation submission may be required, including an additional fee. This will be determined at the sole discretion of the Director of Community Planning. Additional pre-consultation fees will not be credited to a future development application fee.
Through the new pre-consultation process, the City and applicants will benefit by identifying any potential site constraints and missing application requirements early in the process so that they can be addressed in the development proposal and not later when changes are more difficult to make. The outcome of this change will be a more efficient review process.
