Major Transit Station Area (MTSA) Area-Specific Planning Project 2021-2022
Area-specific planning for Burlington’s Major Transit Station Areas (MTSAs) is expected to resume summer. This new phase of the project will build upon the work we completed through the Mobility Hubs Study in 2017 to 19. This planning process will establish a vision for future growth in Aldershot GO, Burlington GO and Appleby GO MTSAs and will include opportunities for you, Burlington residents, developers and other stakeholders, to get involved.
On June 8, City staff will deliver a draft workplan for approval and present a draft engagement plan to the Community Planning, Regulation and Mobility (CPRM) Committee.

In 2017, work was started on area-specific plans (ASPs) for the areas around the Aldershot, Burlington and Appleby GO Stations in Burlington. At that time, the project was called the Mobility Hubs Study. City staff worked on several technical studies and engaged with the public, stakeholders and agencies throughout visioning, development of the draft concepts and draft precinct plans, and other stages.
In July 2018, staff brought draft precinct plans to Council for feedback. This work was preliminary and subject to change due to on-going technical studies, as well as community and stakeholder feedback. The draft precinct plans were not endorsed or approved by City Council. Information about the previous Mobility Hubs Study work and previous public engagement can be found under the ’Past Events’ section of this webpage.
In early 2019, the Mobility Hubs Study was paused to focus on other priority initiatives that would impact the Mobility Hub study areas, including the City’s Re-examination of the adopted Burlington Official Plan, the Interim Control Bylaw Land Use Study, and the Region’s Municipal Comprehensive Review (MCR). The Region of Halton’s MCR will establish formal boundaries and minimum density targets for all Major Transit Station Areas (MTSAs) in Halton, including the areas around the Aldershot GO, Burlington GO and Appleby GO Stations.
Information about the Region’s Municipal Comprehensive Review process can be found on the Regional Official Plan Review (ROPR) website, specifically the Regional Urban Structure (Integrated Growth Management Strategy) webpage and the draft Regional Official Plan Amendment (ROPA) 48 webpage. There you will find information about the Regional Urban Structure Discussion Paper, the proposed MTSA boundaries, as well as the proposed adjustment of the Urban Growth Centre (UGC) boundary to the Burlington GO Station area.

Area-specific planning for the GO Station MTSAs (formerly Mobility Hubs Study) will resume this summer. After the Council Workshop on May 17, staff will deliver a draft project workplan and draft public engagement plan to Council in June 2021. Given Council’s focus on the re-examination of the adopted Official Plan and the Interim Control Bylaw, passed on March 25, 2019, work on the Mobility Hubs Study, including the development of the Area Specific Plans (secondary plans), has been placed on hold.

As Burlington grows over the next 20 years, new, complete, compact neighbourhoods will be built around the city's GO stations and the downtown. These areas are called Mobility Hubs.
A Mobility Hub is a location that has several transportation options and is a concentrated point for a mix of uses such as transit, employment, housing, recreation and shopping. Mobility hubs will be neighbourhoods that are environmentally friendly, infrastructure-efficient, walkable, bikeable and transit-oriented.
In Burlington, the Mobility Hubs will be planned and developed near the Aldershot, Burlington and Appleby GO stations as well as in the downtown.

Burlington is planning our city for the next 20 years, designing where and how land will be developed and how people will move through the city. Mobility Hubs play a significant role in this future vision for Burlington.
Burlington is undergoing an important transition; we are transforming and growing from a suburban to an urban community. With very little room left for traditional greenfield development, the city will focus future population growth in key areas - the Mobility Hubs.
Mobility Hubs are an important opportunity for the City of Burlington to build our city in a way that is sustainable and ensures Burlington has a thriving economic future, while maintaining many of the things we value about our city.
Mobility Hubs will be planned to be complete, compact and sustainable communities as identified through the Province of Ontario's growth plan, Places to Grow and supported by Halton Region's Official Plan. The Hubs will also take advantage of Metrolinx's planned Regional Express Rail which will feature two-way, all-day service every 15 minutes along the Lakeshore West line.
The City is preparing secondary plans along with implementation strategies for each Mobility Hub. These plans will consider things like land use, urban design, servicing, public transportation, parking and parks and open space needs. There will be multiple opportunities for engagement on the secondary plans throughout the process.

Given Council’s focus on the re-examination of the adopted Official Plan and the Interim Control Bylaw, passed on March 25, 2019, work on the Mobility Hubs, including the development of the Downtown MobilityHub Area Specific Plan (secondary plan), has been placed on hold. Thank you to everyone who has contributed their ideas and feedback to this initiative so far. Work to re-examine the policies in Burlington’s Official Plan, adopted in April 2018, continues On March 18, 2019, a workshop was held to obtain feedback from Burlington City Council about the scope of the work that will be undertaken in re-examining Burlington’s adopted Official Plan. Through the discussion, it was identified that while Council supports many of the policies in the adopted Official Plan, an area that requires targeted reconsideration is the Downtown Precinct Plan. With this area identified, City staff presented report PB-47-19, Work Plan for the Scoped Re-examination of the Adopted Official Plan, to Burlington City Council at the May 21 meeting of the Planning and Development Committee. The report identifies details of the work and timing that needs to take place to bring modified policies back to Burlington City Council for approval by March 2020. Report PB-47-19 was approved by Burlington City Council at its meeting on May 27, 2019. Interim Control By-Law (ICBL) Land Use Study On March 5, 2019, Burlington City Council voted in favour of a staff report recommending an interim control bylaw (ICBL). The ICBL temporarily restricts the development of lands within a study area for a period of one year, with a maximum extension of a second year.
