Once a plan of subdivision has been registered, a landowner may sell any complete lot within that plan. However, a landowner may not sell a piece of a lot in that registered plan without further approvals under the Ontario Planning Act.
This is referred to as part lot control.
Part lot control enables a municipality to pass a by-law removing part lot control from all or part of a registered plan of subdivision.
Limitations of Part Lot Control
Part lot control can only be removed from registered plans of subdivision.
Schedule B of By-law 1945 (PDF) identifies a number of previously registered plans of subdivision as deemed not to be registered plans of subdivision. Part lot control by-laws cannot be processed for properties under these plans and the creation of lots must be processed by an application for subdivision or land division.

It is the City's practice to release the part lot control bylaw after two years or when the purpose of the part lot control application has been completed, whichever occurs first.
