The City of Burlington is committed to open, fair and transparent procurement practices to get the best value for money for the city's taxpayers.
The role of Procurement Services is to provide a centralized, corporate-wide, strategic procurement perspective. This includes making best value decisions and minimizing risk related to the procurement of goods and/or services, the sale of revenue generating rights and the formation and management of contracts between the city and its commercial partners. Procurement Services staff is responsible for administering the Procurement Bylaw, setting procurement policies, guidelines, procurement procedures, and administering all Requests for Proposal (RFPs) and quotes and tenders over $25,000 for all city Departments.
The Engineering Department has delegated authority to administer quotes and tenders for construction projects over $25,000. All city departments have delegated authority to administer their own procurement of goods and services under $25,000.
Bylaw 19-2014, is the City of Burlington's corporate reference for business practices related to procurement and other commercial activities by the city.
The city also has a green procurement policy [PDF] and has incorporated green procurement principles into its procurement practices.
The City of Burlington may participate in co-operative procurements with various buying groups.
These include, but are not limited to, the Ontario Education Collaborative Marketplace, (OECM), the Ministry of Government and Consumer Services, (MGCS), the Halton Co-Operative Purchasing Group, (HCPG), the Association of Municipalities of Ontario’s, (AMO), Local Authority Services, (LAS), Metrolinx, and other municipal and public sector partners.

The City of Burlington has joined neighbouring municipalities in using bids&tenders™ for digital procurement management. This new process will be effective Nov. 20, 2017.
This new e-bidding format simplifies the procurement process by allowing bids to be submitted electronically. Vendors no longer have to come to City Hall to meet a deadline and get a manual time and date stamp for bid submissions.
Vendors who subscribe to bids&tenders™ will receive notice of bid opportunities and submit bids and proposals online to the City of Burlington. An unlimited subscription is $165 a year and includes access to all agencies using the program across Canada. For those who choose not to subscribe, there is a one-time fee of $45 per bid opportunity. Specific bid opportunity document fees charged by the city will continue to apply.
After creating a bidding system vendor account with bids&tenders™, vendors can select commodity codes for goods and services that they supply. The bidding system will notify them of the bid opportunities matching these commodity code selections by email. To create a vendor account, watch this video.
The bids&tenders™ platform uses real-time technology to give easy access to up-to-date information on bid opportunities. The program offers the following helpful features:
* Note: The new e-bidding process will be used for bids that have a financial value of $25,000 or more and are administered by the city's Procurement Services staff. For quotations with a value under $25,000, city staff will continue their usual bid processes.
At this time, the city will continue to manage construction-related bid opportunities using Biddingo at www.biddingo.com. Construction-related bid opportunities will be available on bids&tenders™ in late 2018.
