
The City is proposing an Official Plan Amendment (OPA) to the Burlington Official Plan, 2020 to:
Employment Areas are protected spaces for manufacturing, innovation and business growth and are geographically defined in Official Plans. These areas are often located along major highways and transportation corridors because of the easy access. In Burlington, over half of all jobs are in the City’s Employment Area. This area plays a key role in supporting Burlington’s economy through helping to supply jobs and maintain economic activity within the community. As the city’s population grows, this area may help to create jobs that can support Burlington residents and businesses while it supports the economy.
The Province of Ontario introduced a new definition for Employment Areas under the Provincial Planning Statement, 2024. The new definition came into effect on Oct. 20, 2024. Updating Burlington’s policies keeps Burlington’s Official Plan current, clear and consistent with provincial policies.

What is an Employment Area? |

An Employment Area is a place in the Official Plan where businesses can grow and jobs can be created. These areas can have manufacturing, research, warehouses and offices or retail stores that are part of the main business. Homes, schools and stand-alone retail stores or offices that are not part of the main business are not allowed in an Employment Area. |

The Official Plan Amendment No. 7 (OPA 7) is an update to Burlington’s Official Plan. It will update the City’s Employment Area policies to align with recent provincial changes. |

Why are these updates happening now? |
