A plan of subdivision divides a piece of land into smaller lots. If your proposed development in the City of Burlington has more than two new lots, you need to submit an application for a subdivision. Once you receive approval, you can sell the subdivided lots individually.

Before you start the application process, you need to request a pre-consultation meeting to review your proposal and make sure you have all the necessary documents. You can submit your request to planning@burlington.ca.
After compiling the necessary requirements outlined in your pre-consultation meeting, please complete a subdivision/Condominium application and submit it to planning@burlington.ca.
We will review your application with external agencies and then recommend that Council either approves, modifies or refuses your application.
While your application is being reviewed, you will need to post a sign on the property describing the proposed development. We will send notices to properties located within 120 m of the property in urban areas and within 300 m in the rural areas. Neighbours can provide feedback, which will be considered during the review of the application.
The Ontario Planning Act sets out that an applicant may submit a non-decision appeal to the Ontario Land Tribunal, if the City does not issue a decision to approve, modify or refuse an application within 120 days of application submission. .
