
An Official Plan Amendment (OPA) changes a municipality's Official Plan due to new circumstances in the community or from a request made by a property owner.
If your project does not conform to the City's current Official Plan, you will need to apply for an amendment.

Book a pre-consultation meeting with the City |

You must book a pre-consultation with the City before formally submitting your application. Download and complete our Pre-consultation Meeting Request Form and follow the instructions on the form to include all necessary information and fees to go along with your form. You must include, at minimum:
Once you have all necessary information, forms and fees for your pre-consultation request, please submit your request in electronic format to planning@burlington.ca. Please follow the submission standards outlined in the request form. Once we receive your submission, we will contact you directly with the date, time and location of your pre-consultation meeting with staff. A minimum of three weeks is required, between receiving your submission and the meeting, to allow staff to circulate the request to relevant departments and agencies for their comments. During the meeting:
We credit your pre-application fee to the corresponding development application, provided you submit it within one year of the pre-consultation meeting date. Development applications that are substantially different from the application presented during the pre-consultation meeting will not be credited and a new pre-consultation meeting may be required, including an additional fee. We will not credit additional pre-consultation fees to a future development application fee. |

Prepare and submit your application with all requirements, studies and fees |
| Download and complete our Application for an Official Plan Amendment Form and contact us at Planning@burlington.ca when you are ready to submit your application. We will advise you of any background studies that need to be completed, relevant fees, how to pay and who to submit your application to. |
Await contact and next steps from the City |
| Await correspondence from the City outlining next steps for application approval. Your application will be circulated to relevant agencies and City departments for comments. |
Recommendation to Council and neighbourhood notification |
| Planning staff will make a recommendation that City Council approves, modifies or refuses the application. The neighbourhood is notified of the project and invited to submit comments.
