The City Manager is responsible for providing corporate leadership for the general management of the corporation as well as participating in the overall stewardship of the municipality. The City Manager reports directly to Council.
The major responsibilities of the City Manager are:
- Administering the business affairs of the municipality
- Providing direction to city employees
- Directing the development of corporate policies and programs
- Ensuring City Council receives the appropriate reports and information necessary for decision-making
- Helping City Council develop a corporate strategic plan
- Directing the general financial control of all departments and ensuring City Council has the annual estimates of revenue and expenditures
- Co-ordinating and directing collective bargaining with all employees, and recommending to City Council agreements concerning wage, salaries, benefits and working conditions
- Once City Council has approved the agreements, directing the administration of the agreements
- Liaising with local boards, commissions, agencies, other municipalities and the provincial and federal governments.

City Manager Tim Commisso
Tim has been the City Manager in Burlington since 2019. He previously worked and lived in Burlington from 1988 to 2008, so for Tim, returning has truly been a “coming home” experience. Tim and his family love Burlington and take great pleasure living in the city.
This year marks Tim’s 40th year working in municipal government, including 25 years combined for the City of Burlington, and he sincerely thanks the City Councils (13) that he has served and the many wonderful colleagues he has worked with along the way.
Tim is a Chartered Professional Accountant (CPA) and has his MBA from Wilfrid Laurier University.
