
Burlington, Ont. – May 27, 2026 – The City of Burlington held its regularly scheduled City Council meeting yesterday, covering motions, bylaws and other City business.
Below is an overview of key agenda items and Council decisions.
2025 Treasurer’s Statement for Development Charges reserve funds, Parkland Dedication reserve fund and the Community Benefit Charge reserve fund (FIN-14-26) (CCS)
Council received staff report ‘2025 Treasurer’s Statement for Development Charges reserve funds, Parkland Dedication reserve fund and the Community Benefit Charge reserve fund’. Per the Development Charges Act, 1997 (DCA), Planning Act and the City's Development Charges By-law 41-2024, as amended by By-law 68-2024, the City’s Chief Financial Officer is required to provide Council with annual statements on reserve funds for development charges, parkland dedication and community benefit charges.
Tender Award ES-26-06 – Walkers Line Renewal – North Service Road to south of Dundas Street (PWS-21-26) (PW)
Council approved the tender for the Walkers Line Renewal – North Service Road to south of Dundas Street project to PAVE-AL LIMITED in Mississauga (contract ES-26-06) for $12,073,596.25 including HST, funded as outlined in the financial information section of the May 11, 2026 Committee of the Whole report. Council authorized staff to action the agreements and prepare the debenture bylaw (a formal bylaw that helps support the funding of major capital projects).
Status update on Indigenous advisory services work (CAF-02-26)
Council received information for a report providing an update on work undertaken to date related to Indigenous relationships and engagement.
Community Survey – follow-up presentation (CAF-05-26)
Council received a staff report sharing findings from the City’s 2025 Community Survey. Conducted in partnership with Deloitte Canada and supplemented by online responses via getinvolvedburlington.ca, the survey explored residents’ perceptions of quality of life, satisfaction with City services, civic engagement and community priorities. The findings reflect an overall positive view of life in Burlington, tempered by concerns about transportation, traffic and affordability. Read the full 2025 Community Survey results.
Guidelines for the Use of Strong Mayor Powers and amendments to the Council-Staff Relations Policy (LLS-25-26)
Council adopted the Guidelines for the Use of Strong Mayor Powers Policy and directed the City Clerk to amend the Council-Staff Relations Policy as recommended on page four of the report. Council also directed the City Clerk to report back to Council before the end of June 2027 with more information and recommendations on aligning the Council Code of Good Governance with the Halton Region Council Code of Conduct.
Advisory Committees of Council Governance Framework (LLS-08-26)
Council approved the Advisory Committees of Council Governance Framework and directed the City Clerk to conduct a review of the Advisory Committees of Council portfolio, applying the framework to make recommendations on whether to maintain, combine or wind down committees. Staff are to report back to Committee of the Whole within the first three months of 2027 to align with the new term of Council. Council also directed the City Clerk to update terms of reference, the Public Appointment Policy and other related documents to support the revised committee portfolio and governance framework.
Motion memorandum regarding parking supply structure - downtown east of Brant Street (COW-13-26)
Council directed staff to report back in June 2026 with the scope and costing of a potential feasibility study to initiate future downtown, public off-street parking capacity, on an accelerated timeline, not to exceed 2030.
Resource funding agreements for fibre network buildout (PWS-24-26) (PW)
Council authorized staff to negotiate and execute resource funding agreements with telecommunications carriers for the installation of fibre optic networks within the city, using the principle of full cost-recovery for the City.
Proposed New Building Permit Bylaw (DGM-18-26)
Council approved a new Building Permit Bylaw that replaces City of Burlington By-law 66-2019 (the “Building Permit Bylaw”) under the Building Code Act, 1992 regarding construction, demolition, change of use, occupancy, transfer of permits and inspections. The new bylaw brings all previous amending bylaws into one comprehensive document, clarifies and updates language to improve readability, transparency and interpretation, corrects any typographical errors, and incorporates minor textual revisions. It also aligns provisions and references with the Building Code Act, 1992 (the “BCA”) and the 2024 Ontario Building Code (the “OBC”), which came into effect Jan. 1, 2025. It introduces updated offence and penalty provisions to strengthen compliance and enforceability.
Amendment to Burlington Housing Community Improvement Plan (DGM-35-26)
Council approved an amendment to the City’s Affordable Rental Housing Community Improvement Plan, attached as Appendix A to report DGM-35-26, at the direction of Council’s referral motion of March 2, 2026. Council instructed the City Clerk to prepare the necessary bylaws to amend the bylaw to designate the Community Improvement Project Area (CIPA) and amend the bylaw that adopted the Affordable Rental Housing Community Improvement Plan in accordance with section 28 of the Planning Act. Council also deemed that Section 17(21) of the Planning Act has been met.
Council approved the recommendation for implementation and funding found in this report related to 2026 and direction for 2027. It also directed the Director, Community Planning to prepare a budget business case for the 2028 budget to identify program priorities and propose for Council consideration, City budget or other budget sources to support implementation of the full range of Housing Community Improvement Programs.
Zoning Bylaw Amendment for 1022, 1028 and 1030 Waterdown Rd. (DGM-36-26)
Council approved a zoning bylaw amendment in accordance with Appendix C of report DGM-36-26, which deems that Zoning By-law 2020.518 conforms to the 2020 Official Plan of the City of Burlington, the 1997 Official Plan of the City of Burlington and the 1995 Burlington Regional Official Plan. This item relates to Council’s approval in April to proceed with a long-term land lease for an affordable housing project at 1022-1030 Waterdown Rd. with Indwell Community Homes.
