
Burlington, Ont.—Oct. 2, 2026— Registration is now open for the City of Burlington's 2026-2027 Windrow Clearing Program. The program helps residents who need assistance clearing the snow windrow left at the end of their driveway after residential roads are plowed.
Residents enrolled in the Windrow Clearing Program can expect faster service this winter, with windrows scheduled to be cleared within 32 hours after snowfall ends and within 8 hours of the completion of all residential road plowing.
The City's priority during a snowfall is keeping roads safe and passable. Once residential roads have been plowed, crews begin clearing windrows for registered properties across Burlington. The Windrow Clearing Program provides reliable support for residents who cannot clear a windrow themselves. Residents who require assistance sooner than the City's service timeframe may wish to make other arrangements for snow-clearing support.
The cost to register for the 2026-2027 winter season is $150 plus HST. Eligible residents can receive a 50 per cent fee reduction. Residents may qualify for a 50 per cent fee reduction if they:
For the 2026-2027 winter season, residents applying for the reduced fee will self-attest that they meet one of the approved eligibility criteria. This model is intended to balance accessibility, fairness and responsible management of taxpayer dollars. The current approach helps reduce barriers for residents who need support while avoiding administrative requirements that could make the program more difficult to access.
The City may, as part of its due diligence, conduct a selective audit of registrants and request documentation to confirm eligibility where there is reason to believe that the eligibility criteria may not have been met, or where verification is otherwise necessary to ensure the integrity and equitable administration of the program.
