The City of Burlington is improving Spencer Smith Park starting in May 2025, with completion planned for Fall 2025.

Proposed improvements
This project includes:
- Filling of gaps at existing storm sewer outfalls
- Construction of in-water concrete slabs along seawall
- Steel cap repairs along the seawall
- Replace pedestrian railing at West stairs
- Seal (caulking) repairs along lower promenade
What to expect during construction
Your safety during construction is our priority.
The park will remain open during construction. Security fencing will be installed where work is occurring within the park.
Construction scheduling has been organized to minimize disruptions during major park events.
Sections of the lower promenade will be closed to the public while seawall, storm sewer and steel cap repairs are taking place.
Certain sections of the upper promenade will have restricted access to a single lane during the construction phase. There may be times when both lanes require closure. In the event this occurs, an alternate route will be provided.
A contained storage area will be installed in the two locations marked on the Location Map.
Do not enter enclosed construction zones or areas with restricted access barriers at any time.
