
MHBC Planning has made an application on behalf of Halton Standard Condominium Corporation No. 416 to amend the Official Plan and Zoning Bylaw for the lands located at 1026 Cooke Boulevard. The File Reference Numbers are 505-03/23 and 520-09/23.
The application proposes to amend the Official Plan and Zoning Bylaw to permit a 29-storey mixed-use with a maximum Floor Area Ratio of 7.4:1, maximum building height of 29-storeys, reduced parking rate, reduced parking space size, reduced underground parking structure setbacks, reduced yard setbacks, reduced amenity area and reduced landscape area abutting a street. The proposed development includes a total of 335 units.

The City of Burlington Official Plan (1997), as amended, designates the subject property as “Mixed Use Corridor – Employment”, which permits industrial uses, a broad range of office uses, a limited range of retail, service commercial and personal service uses which serve the day to day needs of employees; financial institutions and services; entertainment, recreation and other community facilities, such as libraries and day care centres; and motor vehicle dealerships.
The Mixed-Use Corridor – Employment designation permits a maximum building height of 6-storeys for all uses except industrial, which has a maximum building height of 2-storeys. The designation also permits a maximum Floor Area Ratio (FAR) of 0.5:1 for industrial uses and a maximum FAR of 1.0:1 for all other uses.
The City’s new Official Plan (2020, subject to appeals) designates the property as “Urban Corridor – Employment”, which permits industrial, office, accessory retail and service commercial at grade level, home improvement and home décor sales, automotive, commercial uses, entertainment uses, and recreation uses. The maximum building height permitted for this property is 6-storeys and the maximum Floor Area Ratio is 2.0:1.
The City’s Zoning By-law zones the subject property as “Mixed Use Employment” (MXE). The “MXE” zone permits select retail commercial; service commercial community; office; automotive; entertainment and recreational uses with a maximum height of 6-storeys for non-industrial uses and a FAR of 1.0:1.
You are invited to attend a Statutory Public Meeting under the Planning Act concerning the above-mentioned applications. This meeting will be held using a hybrid model, allowing members of Council, City staff and the public to participate remotely or in-person at Burlington City Hall.
