Inaria Burlington Inc. has made applications on behalf of the landowner to amend the Official Plan and Zoning Bylaw for the lands located at 2030 Caroline St. The File Reference Numbers are 505-03/24 520-08/24.
The applications propose to amend the Official Plan and Zoning Bylaw to permit a 28-storey mixed use building with 302 residential units and a 6-storey above grade parking structure with a green roof adjacent to an existing 17-storey residential building bounded by Caroline Street, Elizabeth Street, Maria Street and John Street.

The City of Burlington Official Plan (1997), as amended, designates the subject property as “Downtown Mixed-Use Centre” and “Downtown Core Precinct”, which permits mixed use developments on individual sites where residential, retail, office and other uses are located, or on different sites where residential, retail, office and other uses are located next to one another. The maximum height shall be 4-storeys. Taller buildings up to a maximum height of 8-storeys and 29 metres may be permitted where they provide compatibility with surrounding land uses and a sense of pedestrian scale using terracing above the second floor. The maximum floor area for any individual site shall be 4.0:1.
The City of Burlington Official Plan (1997), as amended, also provides site specific policy which states that notwithstanding Part III, Subsections 5.5.8.2 b) and c) of this Plan, development located within the block bounded by Caroline Street, Elizabeth Street, Maria Street and John Street shall permit one 17-storey (55 m) apartment building on Maria Street. A maximum floor area ratio of 6.7:1 for the entire site is permitted.
The City’s Official Plan (2020, subject to appeals) designates the property as “Downtown Urban Centres” and is within the “Downtown East Precinct”, which permits office uses; residential uses with the exception of single detached dwellings, semi-detached dwellings and other forms of stand-alone ground-oriented dwellings; retail and service commercial uses; hotel uses; entertainment uses and recreation uses. The maximum height is 11-storeys. Any building containing residential units above the height of a mid-rise building, shall provide one floor of office space in a podium for every three additional floors to a maximum of 17-storeys. Site specific policies also apply.
The City’s Zoning Bylaw zones the subject property as “DC-397 Downtown Core Zone”. This zone permits office buildings, parking garages and apartment buildings. The permitted heights, yard setbacks and other regulations are outlined in the exception.
You are invited to attend a Statutory Public Meeting under the Planning Act concerning these applications. This meeting will be held using a hybrid model, allowing members of Council, City staff and the public to participate remotely or in-person at Burlington City Hall, 426 Brant St.
