GSP Group has made an application to amend the Official Plan Designation and Zoning for the property located at 1497-1511 Old Plains Rd. W. Application file 505-03/25 and 520-04/25.
Description of Proposed Development
These applications will permit 75, 3-storey, one and two bedroom stacked townhome units on the subject property. The proposal will be completed as a phased development. Phase 1 consists of 51 units and Phase 2 will consist of 24 units. Vehicular access is proposed from Old Plains Road West with an internal road network with one parking space per unit and 11 visitor parking spaces located throughout the site.

Description of the Proposed Amendment
The City of Burlington Official Plan (1997), as amended, designates the subject property as ‘North Aldershot Commercial’ and ‘Parkway Belt West’ which permits smaller scale retail, service commercial and personal uses. North Aldershot Commercial does not permit residential uses.
The site is zoned as ‘North Aldershot Commercial’ (CNA) which may permit a broad range of retail and service commercial uses and does not permit residential uses.
The applicant is proposing to amend the Official Plan (1997) to “Residential Medium Density” designation to permit 75, 3-storey stacked townhome units.
The applicant is proposing to amend the Zoning Bylaw by creating a new Residential Medium 3 site specific (RM3-XXX) zone to permit 75 stacked townhomes, an increased density to 69 units/ha, reduced setbacks, reduced landscape area abutting a street, reduced visitor parking rate and reduced amenity space.

The staff recommendation report which contains a discussion and review of the applications, will be available for public review on Friday, May 30, 2025. The purpose of the report is to update all members of Council about the development proposal and provide a recommendation to Council.
