Burlington, Ont.—January 17, 2024— Yesterday, City Council unanimously approved Burlington’s Plan From Vision to Focus 2022-2026. This is the City of Burlington’s four-year work plan. This work plan details key goals and actions required to move priorities forward during this term of Council. It also gives City staff a clear picture of what strategic actions to focus on.
Burlington’s Plan From Vision to Focus 2022-2026 helps plan for Burlington’s future today. The actions set out in this work plan help the City plan for future population growth. There is work to be done to move closer to the long-term aspirational goals for the city. This work plan prioritizes the needs and the commitments to reach Burlington’s long-term 25-year strategic plan.
There are four focus areas in this work plan. City resources and efforts over the next four years will focus on:
Action Plan
The full work plan is available to the public at burlington.ca/vision2focus. There is an Action Plan at a Glance at the end of the document. This is a great way for residents to see the major projects, initiatives, studies, plans and reports the City is actioning and the target dates for completion. For 2024, there are currently 24 items targeted for the year such as implementing the Housing Strategy and aligned workplan, a transit rider education program and more.
Investing in our future
Our 2024 budget is focused on essentials, frontline services and planning for growth. Key investments are closely tied to this work plan and to Vision 2040, which is our 25-year strategic plan. For example, investing in transit, by-law enforcement and recreation facilities help to achieve the enhanced Burlington Transit rider experience, a fully operational and new By-Law Compliance department and ensuring new recreation facilities that will serve communities in each of Burlington's Major Transit Station Areas. Resident feedback and understanding Burlington’s growth, issues and service levels and experiences helps shape these important city investments.
Measuring Progress
Burlington’s Plan From Vision to Focus 2022-2026 will be monitored and reported to Burlington Council on a regular basis. Progress will be evaluated and reviewed. There may be changes along the way, such as: global, regional, and city circumstances, major events, and other levels of government influencing updates to the work plan. Some initiatives identified in this plan may go beyond the 4-year term and will be carried over into future years for continued implementation. Updates to let Burlington residents know achievements and progress on the plan will be shared as available.

“City Council and staff have worked hard and collaborated closely to create the updated Vision to Focus 2022-2026(V2F) work plan. I am very pleased that Council this week provided unanimous approval of the new work plan. This 4-year strategic action plan sets out everything we need to do to continue to deliver outstanding services for our growing community and achieve the future vision of the city. Of significant importance to Council and staff is the fact that the city now has a comprehensive set of revised goals and performance metrics that will guide progress and ingrain ongoing accountability for implementing the plan. Whether you are a resident, newcomer, business or visitor to Burlington, we want to provide the best services and quality of life experiences. The work we action from this new V2F plan will build a strong foundation for Burlington’s future.”
