Burlington, Ont. — Aug. 18, 2026 — The City of Burlington is disappointed with today’s decision by the Ontario Land Tribunal regarding the proposed Nelson Quarry expansion at Mount Nemo.
Council’s position has been clear: the City opposed the proposed expansion because of the potential impacts to the natural environment, wildlife, groundwater, the rural community and the quality of life of residents directly affected by the proposal.
We recognize this decision will be difficult news for many residents and community advocates who have worked for years to protect the Mount Nemo Plateau and the Niagara Escarpment. We acknowledge the time, care and evidence that residents, organizations and partners have brought forward throughout this process and recognize the concerns that remain within the community.
The City will now carefully review the full decision with legal counsel and technical staff to understand its implications, including any conditions, staging requirements, monitoring obligations, further approval steps, and any legal or procedural considerations arising from the decision. It is too early to confirm what this decision means for timing, implementation, enforcement or future City involvement.
Mount Nemo remains an important part of Burlington’s identity, natural heritage and rural landscape. The City remains committed to protecting nearby residents, groundwater, and natural heritage features. Once the decision has been fully reviewed, the City will provide further information about its implications and the City’s role in the next stages of the process.
