
The City of Burlington and Halton Region will be continuing improvements in the Park Avenue area in 2025 and 2026. The streets to be included in this project are Park Avenue East, Park Avenue West, Aldershot Place, and Lasalle Park Dr. Halton Region will be replacing the water and wastewater systems. City work will include the urbanization the streets with the installation of curb/gutter, sidewalk, a full storm sewer system, street lighting upgrades, and replacement of all road asphalt.
King Paving and Construction Ltd. has been awarded the Park Avenue Area Renewal contract.

The following information may be helpful if you are concerned about a construction project in your neighbourhood.
| Access to your home |
|
During normal construction hours (Monday to Friday, 7 a.m. to 6:30 p.m.) vehicle access to and from your properties may be difficult. Driveways will be temporarily closed when work is being carried out in the immediate area. Either the inspector or the contractor will notify you of access interruptions before the closure. |
| Canada Post |
|
Canada Post is coordinating the installation of temporary mailboxes of Fairwood Place. Additional information will be provided by Canada Post. |
| Driveway impacts |
|
During replacement of existing curb and sidewalk, and the installation of services and laterals, portions of existing driveways will require replacement. These driveways will be replaced full width to the limit of disturbance. | Garbage pick up |
| Please continue to put your garbage and recycling out on the usual day. It is the contractor’s responsibility to move your garbage and recycling to a location that can be accessed by the garbage truck and return your garbage/recycling containers. To help the contractor, we ask that you mark your house number on your bins. |
| Lawn irrigation system |
| If you have a lawn irrigation system where curb and sidewalk are to be replaced or installed, we request that you flag all irrigation heads, to help avoid damage. The City is not responsible for damaged heads within the road allowance. This does not have to be done until work in your area is scheduled. |
| Leaf Collection - November 24 - 28, 2025 |
|
Due to the ongoing construction, the City is unable to complete regular loose-leaf collection on all streets within the project limits. As a part of this project, the loose-leaf collection will be completed by the Contractor from November 24 - 28, 2025. Any efforts made by residents to bag leaves and place at the curbside is appreciated. Residents are asked to bag or accumulate leaves and keep them at the roadside for pick-up. |
| Parking |
|
For the duration of construction, enforcement of the “5-hour” maximum on-street parking by-law will be relaxed when your driveway is inaccessible or closed. Residents are asked to register their vehicle online or call 905-335-7816 Monday to Friday 8:30 to 4:30 p.m. Vehicles are not permitted to park where signs are posted. (e.g. No Parking, No Stopping, and Fire Route etc.) In addition, vehicles are not to block fire hydrants, driveway access or park their vehicles facing the wrong direction. How does a parking exemption work?It allows a vehicle to park on the street beyond the five-hour limit or overnight between 1 a.m. and 6 a.m., up to 15 days per calendar year, per licence plate. The only two parking offences waived AFTER a vehicle is registered for a parking exemption are:
All other parking offences apply as they are not part of the parking exemption program. During City construction projects, the extra days will not be included in the 15-day-per-year limit when your driveway is not accessible. However, it is important to register your vehicle for this program so that you will not receive a parking ticket. |
| Pre/Post-condition surveys |
|
dBA Services Inc. has been hired by our contractor to complete internal and external condition surveys of the residences within the project limits. The purpose of these inspections is to photograph and note the condition of the existing structure, i.e. cracking or displacement in walls, plaster, floors, patios, etc. This is to protect both the homeowners and the contractor in the case of any damage, actual or purported caused by construction, though damage is very rare and unlikely. A dBA representative will be coming to your home to schedule the survey. Note that these inspections, internal and/or external, are free and completely optional, at the discretion of the homeowner. |
| Road closures/lane restrictions |
| Lane restrictions and short-term road closures will be in place at times during construction. You will still have access to your home. Additional information will be provided during construction. |
| School bus access |
|
Due to reduced access through the site during construction, school bussing routes may require modification. The service provider will provide additional information. Coordination will be made to ensure safe pick-up locations are maintained. |
| Trees |
|
Tree protection barriers will be erected around all trees in the right-of-way and in front of adjacent private trees within the construction limits, with an opening to allow homeowner access to maintain the area within. There will be boulevard trees removed due to conflict with the construction of the proposed curb and sidewalks on Park Avenue East in 2025. Potential removals due conflict with the replacement water and wastewater mains and services/laterals remain and will be reviewed on an individual basis. Public trees will be marked in advance and the specific trees to be removed can be found in the information package associated with the Public Information Centre (PIC) in the section Documents, reports and updates. |
| Utilities |
|
Utilities, such as Union Gas, Hydro and Bell Canada, have already started to locate their existing infrastructure to prepare for this construction. Residents will see various coloured paint marks and flags on their lawn and roadway. These are noting the location of various underground utilities, i.e. gas (yellow), hydro (red), water (blue), etc. Please do not remove these marker stakes or paint markings. Staff will return to remove them once the project is complete. |
| Vibration |
| You may at times experience minor vibration from construction equipment. We recommend that you remove small, light objects from shelving around the house. |
| Wastewater works |
| The contractor may ask you to restrict your water usage at specific times during the course of construction. This will last for a limited amount of time while they rehabilitate and/or replace your lateral. |
| Water and wastewater disruptions |
|
There will be disruption to your water service during the course of the project. Halton Region will provide at least 48 hours advance written notice of all scheduled shutdowns or disruptions. Watermain installation and tie-in work may be required to take place at night. Advance notification will be provided. |
|
Winter construction shutdown and maintenance |
|
Active construction will pause during the winter months. The construction shutdown will take place from January to March 2026, weather dependant. The City will be completing all road maintenance during this time. Once construction concludes for the season, the City will be completing all winter road maintenance throughout the project limits. |
