MHBC Planning has made applications on behalf of the landowners to amend the Zoning Bylaw for the lands located at 490, 496 and 508 Walkers Line. The File Reference Number is 520-17/24.

Description of Proposed Development

The applications propose to amend the Zoning Bylaw to permit 16 townhouses and retain the designated heritage house known as the “Walker House”.  The proposed townhouses will have a maximum building height of 3.5 storeys (13 metres), a maximum density of 42 units per hectare, 1,108m² of amenity space and four visitor parking spaces.

Glen Schnarr & Associates Inc. has made an application on behalf of Northern Cardinal Ghent Limited to amend the Zoning Bylaw for the lands located at 2170 Ghent Ave. The File Reference Number is 520-16/24.

Proposed Development

The application proposes to amend the Zoning Bylaw to permit twenty-one (21) 3-storey townhouse units within three (3) development blocks along a new private road extending from Ghent Avenue.  The proposed townhouses will have a maximum building height of 3-storeys, a maximum density of 53 units per hectare and six visitor parking spaces.

Design Plan Services Inc. has made an application on behalf of Better Life Living to amend the Official Plan and Zoning Bylaw for the lands located at 4103 Palladium Way. The File Reference Numbers are 505-08/24 & 520-15/24.

Description of Proposed Development

The application proposes to amend the subject lands Official Plan and Zoning By-law to facilitate an 8-storey Retirement Home and a previously approved 5-storey Long Term Care Facility. The development proposal includes two additional storeys resulting in 8-storeys, 32 additional units and an increased Floor Area Ratio (FAR) of 2.03:1 for the previously approved 6-storey Retirement Home as well as a reduced off-street parking of 235 parking spaces.

A decision was made on the date noted above to approve Amendment No. 3 to the Official Plan of the City of Burlington, 2020.

The purpose of this Official Plan Amendment (OPA) is to amend the policies of the Burlington Official Plan, 2020, to implement to a large degree Council Motion ADM-17-23 to: “Engage with the Community to implement four units as-of-right and the other actions identified in the Housing Strategy including implementing opportunities to increase the range of housing options available” by expanding permissions to allow up to four units on residential lots within the urban area and amending  the Residential Neighbourhood Area policies.

Burlington City Council passed By-law 2020.494 to amend Zoning By-law 2020, as amended, on Jan. 28, 2025, under Section 34 of the Planning Act, 1990, as amended. File number: 520-13/24 (DGM-01-25) 

By-law 2020.494 is a city-initiated zoning bylaw amendment that complies with changes made to the Planning Act regarding Additional Residential Units through O. Reg. 299/19, as amended, aligns with the City’s Housing Accelerator Fund Action Plan to boost housing supply, and implements Amendment No. 3 to the Official Plan of the City of Burlington, 2020. 

Public consultation on the proposed zoning bylaw amendment occurred through a statutory public meeting held on Dec. 3, 2024, and a Committee of the Whole meeting held on Jan. 13, 2025.
