
The City of Burlington will share updates about Millcroft Golf Course construction on site as they are received from the developer, Millcroft Greens to help keep the community informed.
This development has been approved through the Ontario Land Tribunal (OLT).
While the City will continue to share updates when information is provided to us, Millcroft Greens, as the lead on this private development, will also provide advance notice of future site activities, including timing and potential impacts such as noise.

The City is providing an update to give residents advance notice of upcoming works at the Millcroft Greens development site.
These works will be facilitated as part of a pre-servicing agreement with the City, which is in the process of being finalized with the developer. Work is expected to begin shortly after the pre-servicing agreement is finalized.
Providing this advance notice is intended to help residents understand what to expect as activity begins on site, including general timing and the nature of the work.
Work cannot begin until the pre-servicing agreement is finalized. Once finalized, the City will provide an update confirming when construction is starting. Work is currently expected to begin in May and continue through the summer months.

Released March 24, 2026: Tree removals - March 26 |

The City has issued clearance for the developer to remove the remaining marked trees as part of the approved development work. Required tree removal approvals, and the Municipal Consent permit has been issued. The City has been informed that as early as March 26, 2026, the developer will begin removing the remaining approved trees within select areas of the development site, specifically areas A and B (the area north of Upper Middle Drive, east of Country Club Drive and south of Millcroft Park Drive). Trees approved for removal have been re-marked prior to the work. Tree removal activities are expected to take one day to complete. These works depend on the weather, and our approvals allow flexibility. Work will occur outside of the active bird nesting season and in accordance with City requirements. The developer may choose to start on the 27th or later. It is anticipated that tree removal equipment, including chainsaws and an excavator with grapple is required on site to complete the remaining removals. Residents may notice temporary noise and activity in the area during this time. Any impacts will be limited to the duration of the work. A City inspector will be present on site during this period to oversee the tree removal process and ensure compliance with Municipal Consent permit requirements, including any access over the City’s boulevard. |

Work is expected to take less than a day to complete. During this time, residents may notice drilling, vibration, and noise in the area. These disturbances are temporary and will only occur for the duration of the work. This is not development-specific work and therefore it does not require City approvals or development agreements. Site investigations can be carried out by any property owner on their private land. They are used to determine site conditions ahead of any future construction. |

The City has been informed by the developer that marketing signage will be installed this week along Upper Middle Road as well as Millcroft Park Drive. The City has issued a permit for this work. The sign’s location meets the approved setback in the issued permit and complies with the approved dimensions.The City has ensured the sign complies with the Sign By-law, and it will be placed with the required setbacks. The applicant has also confirmed that they will be planting and landscaping around the sign.
In addition, other minor site activities, such as surveying, are expected to take place this week. Residents may notice wooden stakes being placed within the construction area. This survey work is on private property and does not require City approval. Further site preparation activities should be anticipated in the near future, but still require City permits. |

Because the City issues permits for work under its jurisdiction (Municipal Consent, road cuts, lane closures, grading, etc.) and approves the required pre-servicing agreement, it has a general understanding of when City approved work will commence. Additionally, the City has requested that the developer provide as much advance notice as possible of planned works so that the City can support timely communication to the community about when on-site activity is taking place. |
Which entrance will the developer be using to access the construction zones? And do they need City permission? |
| Access to all areas (A-D) is required from the municipal right-of-way. Crossing the municipal right of way with any required heavy equipment and material will require a municipal consent permit. |
Will there be City staff on site throughout construction? |
| City staff will regularly inspect the site over the course of the construction works but will not be on site full time. Millcroft Greens and their site team are responsible for ensuring all site works meet City requirements, and the requirements of any other agency approvals. |
Who ensures that traffic control practices are properly in place? |

Developers are required to submit traffic management plans in advance of any road closures or disruptions, and the City reviews and approves these plans as part of the approval/permitting process. While the City ensures that an appropriate plan is in place, the developer is responsible for implementing and following the approved measures on site, including the use of flag-persons and other traffic control procedures. The City will be monitoring to ensure that approved traffic management plans are being followed. Questions about day-to-day implementation or specific on-site practices should be directed to the developer. |
What are the rules for work being completed during certain times of day, such as nighttime or school bell times (i.e. drop-off and pick-up times)? |

Traffic movements associated with construction work are detailed in approved traffic management and traffic control plans required to be adhered to by the pre-servicing agreement. There is no bylaw restricting truck traffic in school zones. The City will discuss opportunities to mitigate truck traffic in school zones during bell time with the developer. |
What should residents expect during the site alteration phase of the project? |

The scope of the next phase of work is focused on moving soil and creek works. The work is anticipated to include heavy machinery on site needed to move and pile soil, remove tree stumps and debris, and prepare the site for future site servicing and construction. Erosion and sediment controls are intended to prevent the movement of soil off-site via dust, drainage and vehicle tires. The pre-servicing agreement addresses the requirement to manage mud, dust, and debris on site and the municipal roadway. Until site access roads are constructed for each development area, the contractor performing the work must install boulevard protection or prefabricated mud mats. |
