Notice is hereby given that the City of Burlington intends to designate this property under section 29 of the Ontario Heritage Act.
Description of Property
The property at 461 Elizabeth St. is known as the Knox Presbyterian Church and contains a mid-19th century place of worship with later 19th century and 20th century alterations and additions. The property is located on the east side of Elizabeth Street, at the northeast corner of the intersection of Elizabeth Street and James Street.

Description of Property
The property at 451 Elizabeth St. is locally known as the “Iron Duke” Building. The property is located on the east side of Elizabeth Street, at the southeast corner of the intersection of Elizabeth Street and James Street. The property contains a mid-19th century institutional structure.
Summary Statement of Cultural Heritage Value or Interest and Heritage Attributes
The property at 451 Elizabeth St. contains a representative example of mid-19th century Gothic Revival church structure. The property was built in 1858 in the Gothic Revival style and was constructed of brick. The property contains a rear addition clad in vinyl siding that was built on the property in the late 20th century.

Burlington City Council passed Bylaw 2020.507 to amend Bylaw 2020, as amended, on July 8, 2025, under Section 34 of the Planning Act, 1990, as amended. File number: 520-06/25 (DGM-40-25)
Bylaw 2020.507 rezones lands at 35 Plains Rd. East to permit the development of a 13-storey mixed use building consisting of ground floor retail and service commercial with 161 residential units above.
Public consultation on the proposed zoning bylaw amendment occurred through a Statutory Public Meeting held on July 8, 2025, at a Committee of the Whole meeting. Notice of the Statutory Public Meeting was mailed to tenants and owners within 120m of the subject land on June 10, 2025, and published in the Hamilton Spectator on June 5, 2025. The City received three comments on the proposed amendment and there was one delegation at the Statutory Public Meeting held on July 8, 2025.

A decision was made on the date noted above to approve Amendment No. 162 to the Official Plan of the City of Burlington.
Purpose and effect of the amendmentThe purpose of this amendment is to permit a 13-storey mixed use building at 35 Plains Rd. East consisting of ground floor retail and service commercial uses with 161 residential units above and access to Cooke Boulevard.
Public consultation was conducted between March 31 and April 24, 2025. As a result of public consultation, the City received three comments and one delegation at the Statutory Public meeting held on July 8, 2025. Comments received were considered as part of Council’s decision-making process.
