The City of Burlington is proposing two new Zoning Bylaws for Burlington’s residential neighbourhood areas.
Description of Proposed Zoning Bylaws
The City of Burlington is proposing two new Zoning Bylaws that will affect lands within the City’s residential neighbourhood areas: one for neighbourhoods near railways and railyards, and one for all other neighbourhoods.
Our current Zoning Bylaw is more than 20 years old. We need to update it so it fits with the City’s new Official Plan. The update is required by provincial legislation.
If approved, the proposed new Zoning Bylaws will replace the current Zoning Bylaw and change the zoning rules in Burlington’s residential neighbourhoods.
The changes that are proposed include:
An Open House was held on Sept. 16, 2025 with the first Statutory Public Meeting on Oct. 7, 2025 to present the first draft of the new Zoning Bylaw. Based on comments received to date, we revised the draft bylaw and prepared two final draft Zoning Bylaws. The rules in the two final draft bylaws are mostly the same, except for holding provisions on lands near railways and railyards plus additional rules for setbacks from railways.
This Statutory Public Meeting is being held to present the staff recommendation report recommending approval of the final draft bylaws.
Together, the new Zoning Bylaws will affect all lands currently designated:
in the City of Burlington Official Plan, 2020 and subject to a Residential Zone in Burlington Zoning By-law 2020, except for lands that are subject to a REV Zone (Evergreen Community), site-specific exception or “H” holding symbol under Burlington Zoning By-law 2020.

How to obtain the Staff Report:
The staff recommendation report will be available for public review on Friday, Jan. 30, 2026. The purpose of the report is to describe how comments received were considered, outline the key changes that have been made to the draft bylaw since October, provide further opportunity for public consultation, and recommend the final draft bylaws to Council for approval. The report will be available on the City’s website at www.burlington.ca/calendar by searching for the Feb. 9, 2026 meeting date for the Committee of the Whole. If you require a hard copy of the report, please email Legislative Services at clerks@burlington.ca to arrange pick-up.

Speakers are limited to a maximum of 10 minutes each and are webcasted online. If you have presentation materials, they must be submitted to Legislative Services at clerks@burlington.ca no later than noon, the Friday before the meeting to allow for their distribution and review by all members of the Committee. Please note the content of all submissions is considered public and will be posted to the City’s website.
