Back to SearchThe City of Burlington is proposing a housing-focused Community Improvement Plan (CIP) that will apply to Burlington’s Urban Area, the community improvement project area. The CIP will incentivize the creation of new affordable rental housing options, supporting the City’s Housing Strategy, including Action 8 to “Provide incentives through a Community Improvement Plan (CIP) for the delivery of housing options to meet the needs of residents.”
The proposed CIP has been informed by the CIP Study Project and various inputs including Council direction, financial feasibility analysis and public and housing industry feedback.
The proposed CIP will be available for public review and feedback on Wednesday, March 19, 2025, on the City’s website at getinvolvedburlington.ca/housingstrategy. This webpage will be updated throughout the process and include information about a future Council Meeting. To request a hard copy of the proposed CIP, please email housingstrategy@burlington.ca to arrange pick-up.
Comments received at the Statutory Public Meeting will inform the final draft CIP that will be presented for Council’s consideration.
Proposed Community Improvement Plan Incentives
The draft CIP will include a variety of proposed financial incentive programs to promote an increase in permanent rental housing stock in both ground and non-ground-oriented housing forms, including additional residential units (ARUs) and multi-unit housing, with an emphasis on affordability.

The staff recommendation report contains a discussion and review of the proposed Community Improvement Plan and and community improvement project area. It will be available for public review on Friday, March 28, 2025. The report will be available at burlington.ca/calendar by searching for the April 8, 2025, meeting of the Committee of the Whole.
